AirInterfaceCapability::maintenanceTimerRange unit to be defined

**Decision during the LF ONMI x-haul call on 11th of September 2024:**  
The comment at the AirInterfaceCapability::maintenanceTimerRange attribute shall be complemented by the following formulation: "Values shall be expressed in seconds. The time unit shall not be mentioned in the string.".
