PTP global activation

Some implementation requires a global activation of the protocol as described in 'ITU-T G.7721 - 6.1.2 Configuration management of time synchronization' (bullet 1)).
It is suggested to add an administrative state in ptp-sync-pac.

The following attribute to be added to the PtpSynch_Pac class of the Synchronization modelling:

• read/write ptpProtocolIsOn: Boolean = true with comment "true = Internal clock is receiving and sending PTP protocol messages."
