When a second call comes into the twilio number, both calls are disconnected

I likely do not understand a basic concept of call routing here, but I realized that when a second call comes in to the phone number while another call is in progress, both calls are disconnected.

How would I (high level) allow multiple simultaneous calls to be happening with the openai realtime api?
