upgrade jaxlib?

First hit an error that I think was a circular import dependency. With that fixed, hit this:

ERROR: Could not find a version that satisfies the requirement jaxlib==0.6.2; extra == "app" (from dp-wizard[app]) (from versions: 0.7.1, 0.7.2, 0.8.0, 0.8.1, 0.8.2, 0.9.0)
ERROR: No matching distribution found for jaxlib==0.6.2; extra == "app"

Version 0.6.2 is certainly on pypi, but maybe upgrading it in a separate branch, and then merging that to #829 is a way forward?

... but upgrading jax will require dropping python 3.10:

ERROR: Ignored the following versions that require a different python version: 0.7.0 Requires-Python >=3.11

I think this has something to do with trying to install with a too-old Python version. Is there a way we can improve the error messaging?
