Implementing per-user quotas

Hi,

It is my impression that OpenMeter only supports Quotas at a customer level. What would be the necessary changes required to implement quotas on a per-user level? Imagine a tenant/customer who wants to assign quotas to every individual employee in their organization for fair-usage
