This is currently called People, which breaks with Model conventions

  • Switch role to an Enum string

  • What is committee_sponsor_id?... Not clear what this is.

  • There's a question here about Sponsor. Sponsor is really just a join table between Bill and Person ("People") with two pivot fields of unknown purpose. Should this be a full Model or just stay a pivot? Open question.
