Create a new endpoint to download the model

Goals

Make it possible for people to use the model locally, in the extension but also to run the API locally.

Description

Create an endpoint where the model can be downloaded. By default it will server the latest version, but an optional version ID can be submitted as well.
Make sure to update the README as well.
