[GR-73136] Wide Arithmetic Proposal for WebAssembly

We plan to implement the [WebAssembly Wide Arithmetic Proposal](https://github.com/WebAssembly/wide-arithmetic/blob/main/proposals/wide-arithmetic/Overview.md) in GraalWasm.

### Details

The goal of this proposal is to close this performance gap between native and WebAssembly by adding new instructions which enable more efficient lowerings of 128-bit arithmetic operations.
