Bug: Filter for submission status not working correctly

Steps to reproduce

1. As an administrator navigate to the dashboard
2. Ensure that there a submitted and unsubmitted entries
3. Toggle the submission status filter

Error description

1. Submitted entries are shown when the filter is set to unsubmitted.
2. Nothing is shown when the filter is set to submitted
