Enhancement: Allow admins to view old submissions #21
Description
Current implementation
Currently the administrator dashboard for viewing milestone submissions only shows data for milestones in the current cohort (year).
For example, if the current cohort (year) is 2024, then only 2024 milestone submissions are shown and the milestone dropdown in the top left will only show the current cohort milestones.
Enhancement
Add another filter to select the cohort so that administrators can at least access the older data if needed, instead of being locked to the current cohort data. Alternatively, create another page for viewing of all submissions
