ProgressPlugin has much times 1 for the percentage

Here i use the webpack.ProgressPlugin({handler(percentage, message, ...args){}}) to show the progress of the webpack build. but when i output the percentage and message, i find there is much times in percentage 1 in build like this

build [=================== ] 99% cache begin idle
build [=================== ] 99% cache begin idle
build [====================] 100%  
build [=================== ] 99% cache shutdown
build [=================== ] 99% cache shutdown
build [====================] 100%

and then i use the server here is more output like this
build [=================== ] 99% cache begin idle
build [=================== ] 99% cache begin idle
build [====================] 100%
build [=================== ] 99% cache shutdown
build [=================== ] 99% cache shutdown
build [====================] 100%
build [=================== ] 99% end closing watch compilation
build [=================== ] 99% end closing watch compilation

this may cause confusion. Is it Reasonable?

Yep, it is expected, we intercept hooks, so multiple plugins can run the same hooks and report the same percentage

but when the webpack build complete，and percentage change 1，then the cache will result the percentage to 0.99 and change to 1 again. is it expected？

Yep, some plugins can add more actions so we change percentage from 1 to 0.99 in this case
