Webpack compilation failing in 5.45.0 (works in 5.44.0)

What is the current behavior?

Trying to upgrade from 5.44.0 to 5.45.0. Using Yarn Berry (v3 PnP), in 5.45.0 it fails to compile with this error:

If the current behavior is a bug, please provide the steps to reproduce.

My config is a bit complicated, but the core part:

The failure is coming from a 3rd party dependency which shouldn't go through babel but should be picked up by the default javascript loader.

What is the expected behavior?

It should be building.

Node.js version: 14.15.5

I'll set up a repo to reproduce the issue. Since the regression was introduced in the latest version, it might also be easier to scan through that diff for obvious candidates -- I'll take a look at that first.
