oxlint: new / updated rules changelog for each oxlint version #937
Description
Having a changelog published with each release that summaries which rules changed in a release and what changed (documentation, bugfix, new / updated config, new rule, deprecation, ...) would be very helpful to maintainer that want to bump oxlint by one or more versions (ex: monthly update of Oxlint's config).
Currently, the only alternative is to check Oxlint changelog (which do not highlight the changes related to rules and just list them among other changes) or the website releases, which is not practical and I doubt most will. On the other hand, not doing it means falling behind or continuing to use Eslint rules that have been ported to Oxlint.
