Double scrollbar

Testing Austin's insights-chrome migration with Cost Management and noticed a double scrollbar in a few pages. When the cursor is over ConsoleDot's chrome area, I can scroll the entire page. However, when the cursor is over the page's "main" section, I can only scroll that area.

It happens regardless if Cost Management has been migrated to v6. That is, I can reproduce with Cost running PF v5 and encounter the same behavior. It can also be seen with OpenShift's overview page.
