Find an alternate solution to Surge

We rely on Surge for generating demos and PR review sites. This dependency has a tendency to be unreliable at time with frequent outages. The goal of this issue is to do a spike assessment of other alternatives to Surge and share options with the rest of the PF team for evaluation. A follow up Epic will be created if/when a suitable alternative is found.
