I find having to hit escape on a lot of web pages, I'd prefer to be in command mode by default, and enter insert mode by pressing i.

Is there an option for that or perhaps an override somewhere I'm missing?

You may enable the option named Don't let pages steal the focus on load:

Didn't see that option at first. I turned it on. Restarted browser. But there are still pages that steal focus. For example, gmail

Also fails on Google sheets, and confluence pages (when in edit mode)

Has this been solved/fixed? Same issues- I want to switch tabs between google sheets and gmail- big gsuite user...

I'm not sure why the option "doesn't work". But, @mgiddings10 this option is not designed for your use case - it only affect one tab once, and after you pressed any key it will exit itself.

If you only want to switch tabs even in insert mode, #3785 should help.

If you do want a normal mode after going to a tab, #3870 might be useful.
