[Feature] Toggle whether a tutor is on shift #19

Is your feature request related to a problem? Please describe.

Students might not know whether there is a tutor available for a given course.

Describe the solution you'd like

Tutors should be able to say that they are on shift, so that the app knows which courses can be tutored for.

Describe alternatives you've considered

The app can check the cached schedule and see who should technically be available at this time. This might not be accurate, since a tutor might be covering for someone else.
Consider any tutor who has assigned themselves to a question that is ongoing, or has answered a question within the last 15 minutes, to be on shift.
