Safe migrations support

Hi, we're PlanetScale DB users keeping an eye on this provider project. The two things that would make using the provider a net win for us would be support for 1) backup schedules and/or 2) safe migration configuration. It looks like only safe migrations are configurable through the API right now, though: https://api-docs.planetscale.com/reference/enable_safe_migrations

It'd be ideal to have a block inside the planetscale_branch resource for configuring safe migrations, but that might not work well with the code generation. A separate resource is another option.

I'm going to close this issue and move the request for managing backup_schedules into a new issue
