I couldn't find this anywhere so I'm afraid the answer will be no, but:
In my shop, we need from time to time to change the Record Declaration Settings (Site Settings > Record Declaration Settings) of certain sharepoint sites, specifically the Record Restrictions (in the UI the options are No Additional Restrictions/Block Delete/Block Edit and Delete).
