os.store.fetch should not force fetch

This is causing me performance issues where a list loads a large number of things, many of which are defined in a small number of documents, which are currently repeatedly loaded.

linkeddata/rdflib.js#247 is still open but a PR was merged in 2018

linkeddata/rdflib.js#441 (comment) suggests that PR was not sufficient but has itself been closed with a PR in 2023.

It appears that the issue may therefore have been fixed upstream.

do not yet test upstream caching behaviour and could be added to confirm that forcing can be removed.

Necessary tests appear to be:

• Retries after 401, 404
• Does not retry if 200

It might also still be necessary to force fetch if upstream is known to have changed.

The issue is in evaluating whether content in the RDF store has already been loaded, regardless of whether the RDF store is an online or offline cache.
Evaluation of whether the content is stale is out of scope.
