CTRL+SHIFT+UP no longer moves lines

Actual Behavior

Pressing CTRL+SHIFT+UP and CTRL+SHIFT+DOWN act the same way as SHIFT+UP and SHIFT+DOWN.

Expected Behavior

Pressing CTRL+SHIFT+UP and CTRL+SHIFT+DOWN should move the lines up and down. Here I use the older p5.js editor as archived here.

Steps to reproduce

Steps:

1. Open https://editor.p5js.org.
2. Go to any line, or select a group of lines.
3. Press SHIFT+UP and SHIFT+DOWN to expand or contract the selection.
4. Press CTRL+SHIFT+UP and CTRL+SHIFT+DOWN, and observe that nothing different happens.

@raclim I think this was one of those sublime text specific keyboard shortcuts that didn't get moved over!
