When Hardware Acc enabled, there is no software fallback #1616

Describe the bug
When i enable hardware accelleration VA-API and play a video file that this does not support, it does not fallback to software, hence i cant see the video.
the only option currently is to completely disable Hardware Acc, which doesnt make any sense.
Steps To Reproduce
Enable Hardware Acc
Play like a .mov file with H265 or Raw (whilst your GPU does not support it)
-> video doesnt play (no software transcoding fallback)
