Make versions of packages update dynamically

Currently for our docs we reference other repos where the versions change frequently. An example of one are where we do this if for our otel packages where the version in docs can be out of sync with the version from the repo itself

It would be nice if instead of hardcoding this version if we did some sort of javascript request that returns the most recent version so that it's always up-to-date without us remembering to update every time
