GitHub PyPI shield is incorrect #992

Environment
- Qiskit Machine Learning version: 0.8.4
What is happening?
How can we reproduce the issue?
Visit the link and version list on PyPI.
What should happen?
It should list Python versions up to 3.13.
Any suggestions?
Upon EoL of 3.9, the shield should reflect the drop of that version.
