Align/Sync Quarkus LC4J with upstream #15

A lot of Quarkus LC4J is a fork of LC4J. This means that Quarkus often does not inherit new features and bug fixes from LC4J. We need to refactor both projects to introduce upstream SPIs and to refactor/rewrite Quarkus LC4J to mitigate this.
