weblate user on GitHub

We used the Weblate public key as an SSH deploy key for r-devel/Mac-GUI to set up pushing translations to this fork, but when trying to do the same for rpart, it turned out that a deploy key can only be used with a single repo.

So I'm creating a new machine GH user with my daroczig+weblate-github@rapporter.net email address, which is to be migrated to a shared email group later: https://github.com/r-devel-weblate

As discussed with @mmaechler at the R Dev Day PLUS 2024, it's OK to use my personal email address as per above for the next year or so, and we will revisit it after the r-project.org email/newsletter migration.

@hturner just a quick check if we can/should have a shared r-project.org email address for this (and potentially for other similar issues), or should we still revisit this later.
