libzstd-devel in intel container

I have a job on the intel container which is lacking libzstd-devel. What should I do to fix this?
Should I submit a pull request to update the Dockerfile for this container? Happy to do that if so.

With rstudio/r-system-requirements#175 (review) this shoudl be fixed now. Let me know if you still have issues.
