Register the Console frontend dependency graph as one stable Snyk Open Source project so frontend policy changes can be published without creating branch- or sweep-specific projects.

Acceptance criteria

• One existing project is discoverable in the configured Snyk organization for the Console frontend manifest/lockfile on the stable master reference.
• Project identity documents the exact name, target file, and target reference required by the audit monitor guard.
• A frontend Snyk sweep can preflight exactly one project and update it without creating another project.
