Push to an OCI registry too.

Why is this needed?

Centralization, RBAC, Security, etc.

@TartanLeGrand Are you perhaps asking to push the main Redpanda Helm Chart to Docker Hub which is an OCI repository? We currently do so for some of our nightly builds.

For me forget Docker Hub with the 1st April licensing.

We can suppose you push on DockerHub and GitHub directly ? 🤔
