Public UI: Mobile hamburger menu is only on front page

Bug description:

On mobile, the hamburger menu (top right) to access "my account"/language/etc. is replaced by the main search bar whenever I'm not on the front page.

Expected behavior:

The hamburger menu should always be available, even on mobile.

Steps to Reproduce:

1. Use mobile
2. Go to public homepage and see the hamburger menu
3. Make a search
4. See that the menu has disappeared
