NII: Relation between researcher and publication is missing

This is the description from Teruhito KANAZAWA:

Each foaf:maker has a foaf:Person, and its rdf:about attribute indicates the author. For example,
<foaf:Person rdf:about="http://ci.nii.ac.jp/nrid/1000000216706#me"> .

In the author rdf, one of rdfs:seeAlso elements points the researcher metadata location. For example,
<rdfs:seeAlso rdf:resource="http://rns.nii.ac.jp/d/nr/1000000216706" ... />

The description above is right for the author whose nrid starts with '1', which means that the id is defined by rns.nii.ac.jp (researcher database) and rns has her/his metadata.

Nrid staring with '9' means that this author id is locally and temporally assigned by ci.nii.ac.jp (publication database) and it should be renumbered to '1xxxx' if possible.

Because rns.nii.ac.jp (researcher database) does not contain metadata for '9xxxx' nrid, an author rdf for '9xxxx' does not provide a direct link to the researcher metadata, but only a URL for search by author's name. For example:
<rdfs:seeAlso rdf:resource="http://rns.nii.ac.jp/?query=Kaichi+Shinji&field=0&dummy=&search=+" ... />

Only 2 authors of http://ci.nii.ac.jp/naid/110007511239.rdf has '1xxxx' nrid and others do '9xxxxx'.

Based on Teru's description, I suggest we use the Publications files to create the relation objects, only and only if there are "<foaf:Person rdf:about="http://ci.nii.ac.jp/nrid/1###" in the file.
