Problem with ground truth probability distribution and class rebalancing

Good evening,
Please, someone could explain how soft-encoding works to generate the probability distribution for the ground truth?
Another doubt is: How the Class Rebalacing works? I didn't understand the equations 3 and 4.
Finally, how to interpret the probability distribution heatmaps in figure 3?
