How to build build.css from adwaita.scss

I see build.css in the same folder with adwaita's style file. How do you build 'build.css' file from those adwaita style file?

The build commands are in the packages/web-toolkit/package.json file.

You might need to install sassc separately, I don't see sass in the deps list.
