Promote office hours event in Discord

Once it's set up we should explicitly announce/post in the RMC channel on Discord as well as in #general so we can pin it there.

Promoted in both places! It's just a single event for now since we don't know the timing of future events (and I didn't want to falsely schedule events in the future), we we'll need to post again when we set up a recurring event. Due to that, I'll keep this issue open.

I'm also looking into https://pulsedash.xyz/ as a lightweight Discord reminder bot thing. Idk how I feel about it yet.
