Look into commit message linting

It's sometimes easy to forget commit message formatting and even harder to get outside contributors to do it.

Describe the solution you'd like
Adding commit linting (e.g. https://github.com/conventional-changelog/commitlint) to CI will reduce the chances of formatting commit messages incorrectly.
