Not Able to use costs defined in activity costs

🐛 Bug Report

Description

Activity costs is defined for XX EUR and after save in the timesheet system is updating Total Costing Amount with some ammount probably based on CTC.

Steps to Reproduce

create Activity Cost Per Employee
add new timesheet
set action that has activity costs
see the total amount and amount perh in the line details
save this draft
you can see that correct ammount is gone. Now there is some strange calculation based on CTC

I've identified and fixed the root cause of this issue.

🐛 Problem

The system was ignoring Activity Cost settings and always calculating costing from employee CTC instead.

🔍 Root Cause

The get_activity_costing_rate() method in next_pms/project_currency/overrides/timesheet.py never checked the Activity Cost table before calculating rates from CTC.

✅ Solution

I've modified the method to:

1. ✅ Check Activity Cost table first (if activity type is set)
2. ✅ Use Activity Cost rate when found (e.g., 50 EUR)
3. ✅ Fall back to CTC calculation only if no Activity Cost exists
4. ✅ Handle currency conversion automatically

🧪 Testing

• ✅ With Activity Cost defined: Uses correct Activity Cost rate (50 EUR)
• ✅ Without Activity Cost: Falls back to CTC calculation (backward compatible)
• ✅ Currency conversion: Works across different currencies
• ✅ All test cases pass: Verified with comprehensive test suite
