Tracking Issue for const_ord

Feature gate: #![feature(const_ord)]

This is a tracking issue for the PartialOrd and Ord traits' constness, allowing comparison operators other than on primitive types to be used in const contexts.

Not really, but since I personally would just have put all libcore traits under one big feature gate I don't really know where to draw the lines
