[Feature Request] Back up files before deleting with file.absent state

Description of Issue

Back up files prior to deletion, using the minion backup_mode.

Setup

Example usage:

remove /tmp/foobar if present:
  file.absent:
    - name: /tmp/foobar
    - backup: minion

or, in the salt minion config:

backup_mode: minion

Current workaround:

clear and backup /tmp/foobar prior to deletion:
  file.managed:
    - name: /tmp/foobar
    - contents:
    - onlyif:
      - test -f /tmp/foobar
    - backup: minion

remove /tmp/foobar if present:
  file.absent:
    - name: /tmp/foobar
    - require:
      - clear and backup /tmp/foobar prior to deletion
