Description
In 2011, the SL viewer lost support for the "Edit Terrain: Everyone" option. This was done deliberately as part of
https://github.com/secondlife/jira-archive-internal/issues/83366 , with https://github.com/secondlife/jira-archive-internal/issues/131905 being the viewer issue for the removal. Reading the old issues, the motivation for removing the option was that too many residents were accidentally enabling the option and having their parcels vandalized.
The trouble is, we never removed simulator-side support for the feature, and the option remains usable in TPVs such as Firestorm. In Firestorm 7.2.4 (80712), this option still exists and appears at the top of About Land -> Options:

When the option is enabled by a TPV, the SL viewer does not display it, and will silently disable the option if the user edits any of the other parcel options.
The SL viewer should either get support for this feature, so that users can at least know if their parcel currently has "Edit Terrain: Everyone" enabled, or the simulator should drop support for the option.
I am not sure if support still gets many complaints about parcel vandalism as a result of TPVs enabling this option. The main argument against removing the option is that it's a convenient way to allow a trusted acquaintance to terraform the parcel.
If "Edit Terrain: Everyone" became unavailable, the only ways to allow a non-owner to edit it would be to:
- Set the parcel to group-owned, with terraforming agents added to the appropriate role
- If on a private estate, give the terraforming agent estate manager powers
Reproduction steps
- Login with a TPV such as Firestorm 7.2.4, and visit a parcel you own
- Open "About Land" -> "Options", and enable "Edit Terrain: Everyone"
- Exit the viewer, and login with the SL viewer to the last location
- Open "About Land" -> "Options", and look at the options list
Expected results:
- In (4), the SL viewer should let the parcel owner know that "Edit Terrain: Everyone" is enabled, and at the very least provide a way to disable the option in the UI
Actual results:
- In (4), the SL viewer does not show the "Edit Terrain: Everyone" option as enabled. However, any visitors to the parcel will be able to edit the terrain.
