Windows support

Hi. I have a Windows application I'd like to publish (only via GitHub Releases, not on crates.io) and this action seems like a good fit, besides the unfortunately missing support for Windows. Is that something that could maybe be added in the future? Thank you!

Hi @Sculas, I don't have any Windows systems, so I am not able to develop or test a working setup. I am not opposed to reviewing PRs adding Windows support, but right now I am not even sure what needs to change in order to support Windows!
