Get rev3 PCB design incorporating fixes for known issues, and post samples to INRIA, France

Following discussion with Farouk from INRAI, prepare and ship samples to France:

The issues that MUST be fixed for the rev3 board are (so that they work out of the box):

Issue #12 - Fix bootstrap pull-up/down resistance
Issue #16 - USB Port doesn't work

The issues that are HIGHLY DESIRABLE to be fixed for the rev3 board are:

Issue #9 - More robust microSD connectors
Issue #4 - Power detect circuit doesn't recognise 5V USB power
Issue #2 - Super-capacitor is unable to power device
Issue #1 - Super-capacitor auto-shutdown not working

Then arrange manufacture of samples, build matching cables as per Issue #13, test general function, and ship to INRIA @ Lille, France. Maximum expenditure not to exceed 1.000€. Invoices to go directly to INRIA from RFDesign and for shipping.

Also we will of course order samples to stay with us in the lab at Flinders, at our expense.
