Introduce enable configuration property for each utility task

In order to allow users to use non-AEM OpenCloud tools (e.g. SimianArmy) to perform utility tasks such as deleting old snapshots, AEM Stack Manager needs to allow those utility tasks to be enabled/disabled in user configuration file.
