Detect COM disconnect on Windows

@abraxa I tried libserialport on osx and windows and it works really well - my compliments...

there is one issue I came across, which is related to an unexpected (physical) disconnect of the COM port. On osx it is detected and it is possible to take action about it, but on Windows the disconnect is not detected.

Is there any way to detect this situation? It comes up when you e.g. use a CDC device like a microcontroller, that disconnects and reconnects on reboot.

Ok, to answer that question myself, a way to do this is to periodically do something like

                if (check(sp_close(serport)))
                    cout << "Error closing port!" << endl;
                sp_free_port(serport);

                sp_free_config(config);
                continue;
            }
            sp_free_config(config);
            ...

but is there a more elegant way?
