swiftwolf's rending gale doesn't work, at all

Exact ProjectE version: 1.1.0

Exact Forge version: 43.5.0 on 1.19.2 minecraft

Steps to reproduce:
i havent tested it without other mods, but what i can assure is theres not conflicts

1. join a world
2. take a swrg
3. take a klein star
4. fill the klein star in transmutation tablet
5. put the swrg and klein star in your hotbar
6. click jump button twiceWhat I expected to happen: makes me fly like in creative

What happened instead:
in my hardcore world, i double jumped(aka jumping in air, and yes its due to swrg)
in my void test world, when i am in creative mode, it's active and consuming EMC while i am flying in creative, and in survival, it's just like i don't even have swrg in my hotbar
