[Feature Request]: Notifications about Accepted/Declined items are sent to responsible admin #15505

Is your feature request related to a problem? Please describe.

Currently this notification is sent to 'Send alerts to' and 'CC Email' email addresses, set in Admin > Notifications. This approach is OK for small organizations, but not bigger companies. If company has multiple offices, dozens of admins responsible for different assets (IT, medical, furniture, etc.) these notifications would get ugly: IT getting alerts about accepted/declined office chair, medical equipment, etc. And with current structure of this notification, it's not easy to create filter rules in email programs.

Describe the solution you'd like

Notification, when user accepts/declines item, should be sent only to the responsible admin, who checked-out the item, not to the whole group.

Describe alternatives you've considered

User location is in notification body to allow creating of email rules.

Additional context

If Snipe-IT app can pull email address from 'CC Email' field, it mean it also can pull admin email address from the database.

Admin information is passed in checkout email to the user.
Admin information is registered in 'Activity report'.
Admin information can be found in a history of particular asset.
