I could point out the stuff we do in the Perl+RDF community, where we have makefiles, changelogs, project descriptions etc in RDF. It could be formulated in any supported serialization, including a Turtle-based DSL called PretDSL. For an simple example of the latter, see e.g. https://github.com/kjetilk/p5-rdf-ns-curated/blob/master/meta/makefile.pret and of a Turtle-based changelog, there's: https://github.com/kjetilk/RDF-LinkedData/blob/master/meta/changes.ttl
