Folding preference: Table of content instead of navbar

When making the window narrower, the navbar is replaced by the mobile burger menu one, and as it gets even narrower the table of content hides

Is there a setting / some css to do the opposite where the ToC hides first and then navbar?

No, that's currently not supported and not planned. It's all implemented in CSS, and the CSS is built into the theme, so it's not really possible to make this configurable. You'd either need to implement things in JavaScript, or make the CSS part of mkdocs build, which would require a lot more dependencies (including Node.js). Thus, it's out of scope.
