hpctests_ucx_net_devices can't be specified per-partition #246

Partitions have an associated group, but defining hpctests_ucx_net_devices in the group doesn't work as the templating is carried out by a hpctests -> login host. Not trivial to resolve.

hpctests_ucx_net_devices now supports a mapping to partition name to allow this
