The goal of this issue is to fully design and document the control interface such that it can then be implemented by the Encryption Module. Currently only a placeholder interface exists in io.strimzi.kafka.topicenc.EncModControl.java.

The role of the control interface is outlined in the paper, "Securing Kafka with Encryption-at-Rest"
