Add A-Z back to Databases (Featured resource) page

Context

With SW4.0, we removed Browse A-Z on the databases featured resource page because we added an autocomplete to the search. We received feedback to add it back. See SW3.x (morison) for reference (must be on VPN).

Let's hold off on this ticket for now. Darcy and I have talked, and I think her designs are evolving. In conversations with Bibliographers, they seem to want to be able to view databases by Database Topic, and filter search results by topic. The title A-Z list seems less important.
